CHAPTER ONE
INTRODUCTION
1.1 Background of the Study
Work conditions have long been identified as a crucial factor influencing employee performance across various sectors. According to recent research, the relationship between work conditions and employee productivity is both complex and significant, especially in public institutions where organizational structures can be rigid and resources may be limited (Afolabi, 2018). The impact of these conditions on job performance is a subject of continuing interest due to the critical role that office managers play in the functioning of institutions, particularly within educational settings. Office managers serve as the backbone of administrative functions, overseeing operations that ensure the smooth delivery of services. In public institutions such as Osun State College of Education, Ila Orangun, these roles become even more pivotal due to the unique challenges associated with public sector management (Okeke, 2020).
Public institutions in Nigeria, like their counterparts across the world, often face difficulties related to funding, bureaucratic red tape, and insufficient infrastructure. These challenges, compounded by limited professional development opportunities, outdated technology, and poor working environments, can have a direct effect on employee morale and job performance (Johnson & Adekunle, 2019). Office managers, who are responsible for managing administrative tasks, personnel, and resources, are particularly susceptible to these conditions. Inadequate work conditions can lead to low job satisfaction, poor performance, and, in some cases, high turnover rates (Ogunyemi & Ajayi, 2021).
Despite the significant responsibilities placed on office managers in public institutions, there is often little focus on improving their work conditions to boost performance. As Oyewole and Fajobi (2022) noted, neglecting the work environment and resources for administrative staff can result in a domino effect of inefficiencies, hampering overall institutional performance. In educational institutions, particularly those at the tertiary level, office managers’ roles are crucial in managing day-to-day operations, ensuring compliance with institutional policies, coordinating schedules, and maintaining communication between departments. Their work is vital for creating an environment conducive to learning and effective management (Adebayo & Lawal, 2020).
The Osun State College of Education, Ila Orangun, is one such institution where the role of office managers is critical to its functioning. Established to provide quality teacher education, the college faces numerous challenges related to work conditions that impact the performance of its office managers. In particular, issues related to inadequate office space, lack of modern office equipment, and insufficient training opportunities have been reported as factors impeding office managers' performance (Adedeji & Ogunleye, 2023). In an era where educational institutions are expected to maintain high standards despite financial and logistical constraints, the effectiveness of office managers becomes a determinant of institutional success.
The significance of studying work conditions and job performance in this context cannot be overstated. Given the critical role of office managers in the functioning of public institutions, understanding the factors that influence their performance can provide insights for policy reforms and interventions that enhance efficiency in public administration (Akinyele, 2021). This study, therefore, focuses on exploring the link between work conditions and job performance among office managers at Osun State College of Education, Ila Orangun, in Osun State. By identifying specific work conditions that either enhance or hinder job performance, this study seeks to provide recommendations that could improve the effectiveness of office managers and, by extension, the performance of the institution.
1.2 Statement of the Problem
In public institutions like Osun State College of Education, Ila Orangun, office managers play a pivotal role in the day-to-day administrative operations that underpin institutional performance. However, the work conditions of these office managers often do not match the level of responsibility they carry. Previous studies (e.g., Okeke, 2020; Adebayo & Lawal, 2020) suggest that poor work conditions, such as inadequate office space, insufficient office equipment, and a lack of professional development opportunities, significantly hinder the performance of office managers. This is concerning because inefficiencies at the administrative level can cascade through the entire institution, negatively impacting both staff and students.
Despite the crucial importance of office managers to institutional effectiveness, there is a dearth of research that specifically examines the work conditions of office managers in Nigerian public institutions, particularly in tertiary educational settings. Most available literature focuses broadly on administrative staff or looks at job performance in the private sector. The gap in literature concerning the specific work conditions of office managers in public institutions, especially in teacher education colleges, highlights the need for targeted research (Ogunyemi & Ajayi, 2021). Addressing this problem is essential for formulating strategies to improve the work conditions and overall performance of office managers in these institutions.
This study, therefore, seeks to address this gap by investigating the work conditions of office managers at Osun State College of Education, Ila Orangun, Osun State, and their effect on job performance. By exploring the link between work conditions and performance, this study aims to provide actionable recommendations that could lead to improved administrative efficiency in public institutions.
1.3 Objectives of the Study
The objectives of this study are as follows:

1.5 Significance of the Study
This study is significant for several reasons. Second, it will provide specific insights into the challenges faced by office managers in Osun State College of Education, Ila Orangun, which may serve as a reference point for other public institutions facing similar issues. 1.6 Scope of the Study
The scope of this study is limited to the Osun State College of Education, Ila Orangun, and focuses specifically on the work conditions and job performance of office managers within this institution. While the study may have implications for other public institutions, its findings will be most relevant to similar educational settings in Nigeria. The study will focus on factors such as office space, equipment, training opportunities, and workload, among other work conditions.
1.7 Limitation of the Study
One limitation of this study is its focus on a single institution, which may limit the generalizability of the findings to other public institutions in Nigeria. Additionally, the study relies on self-reported data from office managers, which could be subject to bias or inaccuracies. Finally, the study is constrained by time and resources, which may limit the depth of the analysis.
1.8 Definition of Key Terms
